centered elliptical selection
- Choose the elliptical selection tool
- Place it where you want the CENTER of the ellipse to appear
- Click the left mouse button
- THEN hold down the Ctrl key
- Dag the cursor to the desired outer border of the ellipse
- Let go of the MOUSE FIRST, then the Ctrl key.
